The challenge
Avec was engaged to undertake a detailed analysis of the Council’s existing (As-Is) application architecture, understand the Council’s future state requirements, and present options for consideration for the future state architecture to support the Council’s requirements.
The review process highlighted several key challenges, including:
- The ageing nature of existing solutions and associated supportability issues.
- Limited internal resource capacity and capability to support existing applications.
- Lack of alignment across business processes and supporting technologies.
- Complex integration across multiple platforms.
- Absence of a single view and source of truth for key data elements or central reporting capability across applications.
- Disparate application ownership and limited alignment to IT governance.
- Complexity of managing multiple solution vendors.
Avec successfully delivered a pragmatic solution to the Council, adopting a tiered approach that provides a hybrid model between a single solution ERP architecture and a best of breed approach to modernise and future proof the Council’s core systems.
The difference
Avec was able to utilise its extensive library of over 350 local government ‘best practice’ business requirements and processes to help the Council map their future state solution requirements. The Avec team combined this resource with their established methodologies in enterprise and solution architecture, business analysis, and procurement to assist the Council in laying the groundwork for a successful digital transformation program.
The solution
Avec provided a range of key services and solutions to Council, including:
- Designing and managing the transition of on-premises infrastructure and applications to Cloud/SaaS environments (AWS).
- Offering process and business analyst services, to aid in determining and defining functional and non-functional requirements, including facilitating workshops and documenting priority Target State processes.
- Providing solution architecture services, specifically in determining and designing the Council’s future state ERP solution architecture to establish procurement and ongoing integration requirements.
- Delivering enterprise architecture services, including a detailed review, and cataloguing of all Council applications, data, and integrations as we as determining ongoing EA roadmap activities.
- Offering program and project management services.
- Providing change management services, including assisting the Council in defining their change and communication plan for the transformation program.
- Assisting in procurement management, including preparing, releasing, and managing the evaluation of associated procurement documentation for solution components.
- Development of the final business case for the ERP project.
The result
Avec assisted Council in clearly defining its future state solution requirements and objectives, enabling it to reach a position where it was ready to go-to-market to identify vendors and solutions that the Council could partner with on its transformation journey.
Additionally, Avec continues to take a leading role in the Council’s transformation by providing essential advisory and project implementation services, including solution architecture, program management, and project management roles as part of Phase 1 of the transformation project. This phase incorporates the implementation of the Oracle Fusion ERP Cloud and Oracle Integration Cloud (OIC) solutions.
